Why this position isn't recognized as a draw automatically?

Ahh, the added complication of that artificial time constraint.... let the games unfold toward their destiny, I say. ;) Clocks are just so wrong!

Is the code impossible to write because there are so many variations of these positions?

Is it possible to have a 'no progress' draw at all on Lichess?

Not only is the code not impossible to write, but it has been written.
