Are names permanent?

I guess names are permanent.

Can a person create an account, never log in, and keep the name they used forever?

I ask because I wanted to have the name "Dionysus", but someone else has that name, who hasn't signed in since 2012, and only played 2 games here. (http://en.lichess.org/@/Dionysus)

Because of this guy, I was forced to choose a different name than "Dionysus", and I didn't want to be "Dionysus1" so I made it "Dionysus_god", since Dionysus was a Greek god that I feel a connection with, and my name literally derives from "Dionysus" (Dennis).

So this guy's account is permanent, even though he clearly doesn't use this site?

PS: I didn't think it was necessary to post this in the Feedback section.
I'm actually against the removal of inactive accounts since i also have the habit of abandoning sites and coming back much later.

If it makes you feel any better, i wanted to have the "Bourbon" nick :(.
Sarah Silverman had a related joke:

"After 9/11, I owned the websites called Osama Bin Laden. That way, if he wanted to make his own site, he'd have to be 'OsamaBinLaden1'.

Take that, Osama."
I created a ChessCube account in 2009 and haven't used it till 2012, nowadays I have approx. 30,000 games played there. So, erm, I don't think it's a good idea to remove inactive accounts...
Similar story happened to me.

I wanted to choose the name Shit. Since I take one everyday, and I feel connected to it. But I couldn't, and had to use P00p instead. It's unfair.
I really think usernames like 'Shit' and stuff shouldn't be allowed, but Lichess thinks otherwise... Very well!
I don't see what's wrong with stuff.
thanks for putting this matter here, I believe that inactive accounts (if for example met certain criteria to be determined by the site ) should be removed, many names have been taken by this childish attitude and when look at some of them ,no games have been played !

But 30,000 games is proof of activity.

Some people that haven't logged in for 3 years still have 0 games played.
